Born: Ottawa, 15 August 1857
Died: Winnipeg, 18 January 1929

  • Came to Manitoba in 1875 and was educated at Manitoba College.
  • Became the first law student to article in a Manitoba legal firm.
  • Established a lumber business in the Dauphin-Swan River region in 1879 and at the time of his appointment as Lieutenant Governor operated the province's largest sawmill. Largely responsible for the development of the lumber industry in northwestern Manitoba.
  • Represented Dauphin in the provincial Legislature 1892-1904 and in the House of Commons 1904-08.
  • Land Commissioner for the Canadian Northern Railway 1896-1904, was instrumental in the construction of that railway's line through the Dauphin district, thereby encouraging settlement of the district.
  • A strong prohibitionist and a prominent Mason.
  • Burrows delighted in entertaining at Government House by showing off his magnificent baritone voice.
