Summary of Provisions
- Given third and final reading July 12, 1999; came into law after receiving
Royal Assent July 14, 1999.
- Order of Manitoba was established to recognize individuals who have
demonstrated excellence and achievement in any field of endeavour benefiting
in an outstanding manner the social, cultural or economic well-being
of Manitoba and its residents.
- Lieutenant Governor, by virtue of office, is a member of the Order
and Chancellor of Order.
- Order is the highest honour of Manitoba and takes precedence over
all other orders, decorations and medals confirmed by the Crown in right
of Manitoba.
- On being vested with the Order, a person is a member for life.
- A member is entitled to wear insignia of the Order and to use the
initials "O.M." after his or her name.
- The Order of Manitoba Advisory Council shall consider nominations
received and submit to the Chancellor its recommendations of individuals
to be invested in the Order.
- Canadians who are current or former long-term residents of Manitoba
are eligible to be nominated and receive the Order.
- Any individual or organization may nominate an individual for the
Order by submitting his or her name to Secretary of the Council.
- Council shall consider nominations received and submit names of not more than twelve individuals to the Chancellor each year to receive the Order.
- In the first year of the Order, Council may submit names of not more
than 20 individuals to the Chancellor.
- Chancellor shall invest with the Order those individuals whose names
are submitted by Council.
- Members of the Legislative Assembly of a province or members of the
Canadian Senate or the House of Commons, and judges of any court, are
not eligible for membership in the Order while in office.
- Order shall not be conferred posthumously except where a nominee dies
after being recommended for investiture.
- Council consists of up to seven members as follows:
- Chief Justice of Manitoba (if unable to serve, Chief Justice of Queens
Bench).
- Clerk of Executive Council.
- President of University of Manitoba, Brandon University or University
of Winnipeg, each serving for two years on rotating basis in order listed.
- Not more than four members appointed by Lieutenant Governor in Council,
each for a term of three years, one of whom shall be designated chairperson
of Council.
- Chairperson eligible for reappointment; members eligible for reappointment
for one additional term.
- Chairperson and members of Council not entitled to remuneration, but
may be reimbursed for expenses.
- Council shall meet at least once per year to consider nominations
and discuss any matters related to technical aspects of the Order it
considers necessary.
- Lieutenant Governor in Council may appoint Director of Protocol or
another government employee to be Secretary of Council.
- Secretary shall maintain records of the Order and Council, receive
nominations on behalf of Council, make necessary arrangements associated
with investitures, and perform other functions with respect to the Order
that Council may require.
- A member of the Order may resign by giving written notice to Chancellor.
- Chancellor may terminate a persons membership in the Order,
on recommendation of Council, by revoking letters patent of member.
Lieutenant Governor in Council may make regulations prescribing insignia
of the Order and respecting any other matter considered necessary to carry
out purposes of Act.
